What the heck is the song Cotten-Eyed-Joe really about?

I was informed a very dark version of the story that the meaning was about a man who has gone blind after drinking moonshine. That his eyes turned white after being blind giving him the nick name "Cotten-Eyed-Joe" and in the lyrics he says, "Where did you come from and where did you go." Referring to the fact that he is blind and doesn't know where he is. All while being drunk off of moonshine.

I really want to hope that is not really what the song is about, please tell me that isn't true
